Overview

The Manager Data Solution role is aligned to our Implementation team and will partner will various divisions and levels of leadership within the whole organization.

 

They serve as a vital link between technical experts, business stakeholders, and leadership across the organization. This role is responsible for overseeing the management of requirements gathering, analysis, and development to support the implementation and ongoing maintenance of file layouts, data ingestion artifacts, data governance, and data migration initiatives. In this leadership role, they provide guidance, mentorship, and performance oversight to team members, serving as a point of escalation and a key driver in defining and refining processes.

 

Key Responsibilities:

  • Leading application-focused projects related to troubleshooting, maintenance, and delivery. while maintaining high standards for data integrity and quality.
  • Assisting teams with day-to-day workloads and supporting cross-functional initiatives.
  • Collaborate with cross-functional teams to facilitate seamless communication and align technical deliverables with business goals.
  • Lead efforts to ensure data governance best practices are followed and data integrity is maintained throughout all phases of data migration and transformation.
  • This role demands a balance of strategic vision and hands-on expertise to drive data excellence, optimize operational efficiency, and deliver exceptional client service across all levels of the organization.

Responsibilities

  • Establish and enforce data governance policies to maintain data quality, security, and compliance.
  • Manage client relationships and implementation processes, serving as an escalation point for issues related to file parsing, file layouts, and related workflows.
  • Collaborate with analytics teams to develop insights that support business decision-making.
  • Directs and oversees the Data Solution Specialists to ensure projects meet Implementation timelines and client expectations.
  • Develops and implements processes and policies, directs staff, and works with Key Constituents to  prioritize and develop projects to increase value to internal and external clients.
  • Defines methodology for requirements gathering, analysis, development, and testing, and ensures that all staff adopts the methodology.
  • Determines Delivery Methodology areas of responsibility & standards: Requirements & Planning Management, Timeline Management, Quality Management, Resource Management (allocation), Risk Management.
  • Communicate complex technical concepts to non-technical stakeholders clearly and effectively.
  • Work closely with clients to understand their needs and translate them into technical requirements.
  • Participates in the strategic planning of data ingestion architecture, processes, and organization at an enterprise level.
  • Provides thought leadership on methodologies for data ingestion & migration; to include, but not limited to, GDF, CDF, ARK file layouts, and processes. 
  • Provides leadership for Implementations and Client Services to ensure data consistency and appropriateness in file layouts and what is loaded to the database.
  • Collaborates with teams to help manages data dictionaries for client data submission through standardized processes
  • Plan and manage data migration projects to ensure minimal operational disruption. 
  • Drives high performance and develops strong relationships across a matrixed organization. 
  • Exhibits strong organizational leadership internally and externally.
  • Hire, develop, coach, lead and retain top-tier talent, with a focus on building and improving a team and culture that can assist in employing best in class practices to support and drive high levels of internal and external customer satisfaction.
  • Partner with newly integrated teams across the organization to pilot emerging technologies, strengthen cross-functional relationships, and identify opportunities to enhance shared data workflows.
  • Collaborate with internal teams and strategic partners to evaluate and apply AI/ML technologies that enhance data ingestion, validation, and automation workflows.
  • Lead initiatives to develop and integrate AI/ML-based solutions into manual and semi-automated ETL processes, with a focus on improving efficiency, scalability, and accuracy. 

Other Related Responsibilities

  • Actively promote and participate in process improvement and adoption of new technologies
  • Conduct detailed claims analysis and ad-hoc reporting as prioritized by management
  • Produce work that reflects a focus on quality in consideration of the client's (internal and external) needs 
  • Produce, validate and deliver regularly scheduled reports on a timely basis
  • Identify all data issues and coordinate a resolution with the respective client team
  • Set appropriate expectations with internal and external clients while cultivating an image of professionalism and excellence
  • Available for occasional off-hours support as required
  • Ability to occasionally travel as needed for team collaboration and special projects
  • Flexibility and willingness to participate in the work processes of an international organization, including conference calls scheduled to accommodate global time zones

Qualifications

  • Bachelor’s degree in Computer Science, Information Systems, Data Management, or a related field required or 5 years equivalent experience (Preferred)
  • 5+ years of Project Management experience at a leadership level.
  • 5+ years of experience with IT project delivery
  • 5+ years of experience with EDI, FTP, processing methodologies and operations, managing ETL processes, data migration projects, and enhancing analytics capabilities.
  • 5+ years of demonstrated technical aptitude to include ability to write/run SQL queries to solve file issues, knowledge of database design and data flows.
  • 5+ years of management experience preferred
  • Intermediate understanding of the full Software Development Lifecycle (SDLC)
  • Intermediate knowledge of Excel (Pivot Tables, Macro's, V Lookups, queries, advanced written formulas, VBA)
  • Proficiency in Microsoft Office Suite, including Excel, PowerPoint, Word, and Outlook. Project management software experience, preferred. 
  • Process improvement skill set required.
  • Excellent oral, written, and technical skills are required.
  • Excellent organization skills, with ability to track multiple projects simultaneously.
  • Strong interpersonal and cross-functional skills required.
  • Proactive, self-motivated individual with a demonstrated ability to work well in a group setting. Must be able to perform daily functions with little supervision.
  • Works with a sense of urgency.
  • Strong technical skills, with proven track-record of working across multiple technology platforms.

Preferred Skills

  • 5+ year experience in health care industry (Preferred)
  • PMI / PMP certification preferred.
  • Familiarity with data analytics tools and platforms (e.g., Tableau, Power BI, SQL).
  • Knowledge of cloud services (e.g., AWS, Azure, Google Cloud) and modern data technologies
  • Strong understanding of data structures, data processing, data integration, and experience with SQL/Python/Spark (Preferred).
  • Experience working on new development and services
  • Experience with Agile methodologies a significant plus
  • Experience with standard industry coding systems, data elements and transactions, such as CPT, ICD-10, HCFA-1500, UB04, X12, and HL7 a significant plus
  • Experience with XML and real-time processing systems a plus
  • Experience with Jira applications a plus
  • Knowledge of healthcare claims processing platforms a plus
  • Experience in a HIPAA-regulated environment a plus

Physical Requirements and Working Conditions:

  • Remaining in a stationary position, often standing or sitting for prolonged periods.
  • Repeating motions that may include the wrists, hands and/or fingers.
  • Must be able to provide a dedicated, secure work area.
  • be able to provide high-speed internet access / connectivity and office setup and maintenance.
  • No adverse environmental conditions expected.

Base compensation ranges from $100,000 to $125,000 per year. Specific offers are determined by various factors, such as experience, education, skills, certifications, and other business needs.
